What is Osiris?
Osiris is used in the Brussels Capital Region for the coordination of construction sites on the public roads. The Osiris database gathers, in one place and in one single computer format, all information and communication regarding the construction sites on the public domain, both on municipal roads and on regional roads.
All official proceedings (from planning until permitting included, from the start-up notification for the building site to the closure of the works) are done on the Osiris platform. There is also a simplified version of Osiris for applications not requiring coordination.

Legal framework
The provisions are laid down in the Ordinance of 3 July 2008 regarding building sites on public roadways (a number of Articles of which are still in force) and the Ordinance of 3 May 2018 regarding building sites on public roadways, as well as in the Decree of the Government of the Brussels Capital Region of 04 April 2019 implementing the Ordinance of 3 May 2018 regarding building sites on public roadways.
In the context of the COVID crisis a number of procedures have been temporarily relaxed (for requests until 30 June 2021).
Fees
Handling fees are due to the public roads administrations (Communities and Region) for permit requests or start-up notifications. The amount varies between 20 and 80 euros, an amount that is to be indexed (for more information, see Art. 87 of the 2018 Ordinance).
For the time being, the fee to use Osiris, as defined in the Ordinance, is not applied.
Obligations
Cable, ducts and pipes operators contact each other prior to the start of any works to verify whether the access to the physically present infrastructure in the zone in question, is possible under reasonable conditions. This is done through KLIM-CICC. KLIM-CICC requests can also be introduced through the Osiris application. Proof thereof has to be attached to the request of a permit for the works.
Each building site in the Brussels Capital Region is subject to a five-year planning, programming, coordination and a permit for the works, save a number of exceptions.
Institutional applicants (applicants carrying out works on behalf of a government body or to whom legislation or sectoral regulations apply acknowledging their right to carry out works on public roadways) are obliged to register their building sites in Osiris.
They have to program their building sites as well: at least twice a year the applicants have to adapt their program for the coming year.
In addition, they have to submit a five-year planning indicating their priority goals. This has to be introduced in Osiris at least once a year and by 31 October at the latest.
They also have to coordinate their building sites via the Osiris platform, both in space and in time, with the other institutional applicants. The requesting applicant invites the other institutional applicants to participate in the coordination. As soon as the participants are known, a directing applicant is appointed who submits the permit request for execution of the works. For building sites entailing major disruptions, a hyper coordination zone can be established, to which specific provisions apply.
The requests for permits for works and the agreements have to be introduced in Osiris and all information, documents and data processing has to go through Osiris exclusively.
For urgent works or works with a limited impact in time and space, a declaration of execution suffices: these works are exempt from a permit for the execution of works.
Timing
Following the invitation for coordination, each party interested has 15 days to report. Within 30 days following the invitation, each party has to submit a simplified coordination file, including the information on the works the applicant wishes to carry out. Osiris will then generate a coordination report.
Within 150 days of the date of the coordination report, the request for a permit for the execution of works has to be filed.
Within 30 days, the public roads administration will then send a confirmation of receipt or a request for more information if the file is incomplete. Following those 30 days or (if later) following the confirmation of receipt of a complete and compliant file, the public roads administration issues its decision within 30 working days. Lack of a decision equals a refusal.
For cases involving the Committee in charge of coordinating work sites (for instance hyper coordination cases or sites along regional roads), longer terms apply.
Works with a limited impact, for which only a declaration of execution is required, have to be notified 10 working days prior to the start of the building site at the latest.
